You might want to get the referral first, although in some countries specialist can be even worse than GPs. The most important thing about a doctor aside from his/her expertise and experience is that the patient is respected and that the doctor listens to the patient who, after all, knows exactly the way they feel better than the doctor does. I wasn't able to get it down below 1.0 until I was taking 125mcg of Levothyroxine.
