Have him look up web sites like University of Minnesota Deparment of Environmental Health and Safety (www.dehs.umn.edu) where there is info on mold in water contaminated buildings and the health problems it can cause. Other sites are the NIOSH page, where there is an on-line book titled something like " Indoor Air Quality: a Guide for Building Owners and Facility Managers " . Another possibility is the American Red Cross. This building does not just have a humidity problem. It has quite obviously had water over at least part of the floor, which has wicked up the plasterboard walls. The black mold on the outside is probably matched to the same height on the inside grey cardboard backing. The more reputable web sites and health authorities recommend all flooded drywall be removed as soon as feasible to at least one foot above the water line as the first step in remediation to prevent these well documented health problems. I certainly agree with you that any manager who doubts that this is a health problem should be forced to spend as much time there as those made sick. Denial of workers' comp shows only the ignorance of the workers comp hearing officer, the same situation I faced for a less severe problem.
