When a moldy school is run by the military

What are the options for employees there to report a problem. I have heard of

one teacher in such a school where the roof has gone unrepaired for three years

now since no contracts are being issued for that purpose at this time. I gather

that OSHA won't serve the purpose in this case? Suggestions?
