Here you can add it to foods but if it is a sweet item, there has to be something else listed as the sweetener. So you have low carb beverages with one gram of fructose and stevia. It can be used alone or as a dietary supplement just to it is not the sweetener. As I mentioned, it is often listed as an ingredient, but if the item is sweet there will be some other sweetener too. At http://www.fda.gov/foi/warning_letters/g3898d.pdf and http://www.fda.gov/ora/fiars/ora_import_ia4506.html and many other places they make it clear that it is an " unsafe food additive " that can only be sold as a supplement, not a sweetener or as a food.
