Voltage is just to specify what battery to use (6 volts yes, 9 volts no, 2 volts no, etc). Current is the result of your setup, wetness, solution conductivity, sizes of electrodes, etc. Location of electrodes, or " placement " is based on putting the germ in-between the two electrodes, very simple. The current wants to go from one electrode to the other one the shortest way possible. The path it takes in the body is the " circuit " , and the germ needs to be part of the circuit, not lying outside of it. Realistically, since electric current consists of numbers of electrons moving from one electrode to the other, if they try to all take a single straight line along the shortest path, they will bump into each other. They are all charged with the same " minus " charge. This means they repel each other. That will spread them out along the path, so it will widen. Most of them will be towards the center of the path, and less and less towards the outer areas alongside the path.
