Guest guest
Here is more information on the fight in Washington. Dawn Hello to All of you who worked so hard to help with the fight against SB5005 and HB1015: To each of you I say, " thank you. " I was pulled into this fight just like each of you. There were many key players in this fight and a huge " thank you " goes to each of them. The outpouring of support over the last several weeks was simply amazing! As you probably have all heard by now, SB5005 was passed by our state's House floor on Friday, March 25, 2011. Sadly, 90 days after the close of the legislative session it will be the law in the State of Washington that every year every parent, who wants to file and receive a religious or philosophical exemption for a child must consult a medical practitioner and get a signed statement that he or she has been educated. Religious exemption is defined very narrowly by this new law, to only include religions that do not allow medical care and to use that exemption you will have to prove membership in such a church. Proponents have said behind the scenes that they want to eliminate the philosophical exemption altogether and that will probably be the next step legislatively for them. Representative Hinkle worked hard for us by proposing a House floor amendment that would have given the power of our exemptions back to the parents and would have kept them from the hands of health care providers by requiring a notarized statement by a parent to exempt from vaccines. It was a fair compromise. That amendment was voted down by the House but we should all thank Rep. Hinkle for his support. There were also some other very key Representatives who stood up and argued passionately for our rights on the House floor. They should also be thanked. (I will send a link to the testimony online when it is available so that you can determine who those Representatives are). The vote count looked like this: ESB 5005 Immunization exemption House vote on Final Passage as Amended by the House 3/25/2011 Yeas: 66 Nays: 29 Absent: 0 Excused: 2 Voting Yea: Representatives , , , Billig, Blake, Carlyle, Chandler, Clibborn, Cody, Dahlquist, Dammeier, Darneille, Dickerson, Dunshee, Eddy, Finn, Fitzgibbon, Frockt, Goodman, Green, Haigh, Haler, Hasegawa, Hope, Hudgins, Hunt, Hunter, Hurst, Jinkins, , Kagi, Kelley, Kenney, Ladenburg, Liias, Lytton, Maxwell, McCoy, Miloscia, Moeller, Moscoso, Nealey, Ormsby, Orwall, Pedersen, Pettigrew, Probst, Reykdal, , Rodne, Rolfes, Ryu, Santos, Seaquist, Sells, , Springer, Stanford, Sullivan, Takko, Tharinger, Upthegrove, Van De Wege, Walsh, Wilcox, and Mr. Speaker Voting Nay: Representatives Ahern, Angel, Armstrong, Asay, Buys, Condotta, Crouse, DeBolt, Fagan, Hargrove, , Hinkle, Kirby, Klippert, Kretz, Kristiansen, McCune, Orcutt, Overstreet, , Pearson, Rivers, Ross, Shea, Schmick, Short, , Warnick, and Zeiger Absent: Excused: Representatives Appleton and If your Representatives voted against the bill, please send them a huge " thank you. " If they voted for the bill, please let them know your disappointment. Also, if you had some personal back and forth with a particular Representative who voted against the bill, please also send them your thanks. Keeping in mind that we have lost the battle but the war continues, we need to band together and keep this momentum that we've begun. There will be constitutional challenges to this new law. If we have a coalition of people already assembled and ready to help with those challenges we will be ahead of the game. Also, sadly, I believe that the legislature is not done. I believe that there will be more attempts by them to further chip away at our fundamental rights unless we can show a united front on this issue. ACTION REQUIRED -- All that said, I have created a group to try to keep us all " in the loop " of the happenings here in WA state so that we may work together on this issue. We will be working together with NVIC (Nat'l Vaccine Information Center) and other vaccine advocacy groups such as HAPI (Health Advocacy in the Public Interest). Both of these groups, while out of state, were crucial in the battle we just fought. The group I've created is called, Fundamental Rights Coalition of WA. I will be sending you an invitation shortly to join the group of the same name. Please join so that we can start talking and figuring out what our next steps should be. The group's membership will be by approval only. Again, thank you so much for your help in the last several weeks. I hope to continue working with each of you to help with this very concerning issue here in our own state.
