Chipolla is a Qi Gong and natural health teacher in Hawaii.

He was arrested there by Federal Agents and is being sent to Buffalo, NY for an

alleged criminal violation of HIPAA (and lying to a Federal Agent). was in

the process of negotiating the take over of an eating disorder treatment center,

and moving it to another location. Some records of the center were moved and

later destroyed. Although the take-over never occurred, and was not aware

that the records included alleged patient records, he is being held responsible

for the alleged improper disposal of some alleged HIPAA records that had been

left at the office. He need an attorney to represent him in the Western District

of New York. He would like to pursue a HIPAA defense and a Bond v US defense.
