It was discovered that if you fed rats something like half their body weight in saccharine for a long time, it would elevate their incidence of bladder cancer. However, what really happened is that Reagan and the head of Searle were buddies, and Searle wanted to create a market for their artificial sweetener aspartame, so when the FDA didn't cooperate, Reagan fired the commissioner and found someone who would be more cooperative.
