Rabies shots for dogs

My mom just told me she had to go in and have the dog get her 3 year rabies shot. Does anyone have any knowledge about effectively avoiding vaccines for dogs in Wisconsin? Despite my distaste for poodles, their dog is healthy, cute, energetic, intelligent, and is the third generation they've had in the family... and she's alive, and I don't want any of that to change. From what I understand, she won't be able to kennel the dog at a lot of the places around here, and it's already hard enough to do so when they travel... Obviously I'd like to avoid that, any help would be appreciated.
