I've never heard of an exemption for them and normally I only give a rabies shot--seems easier to do than go against the law. A few weeks ago my dog was hit by a car and had to spend the night at the vet (has a broken leg but will be fine). At first I was told that I would have to " bring her shots up to date " then later, when talking to the vet about the fee, he said only one shot. Since he was working with me on the fee/healing her I didn't object to the shot but I was concerned what I would do if he had demanded many shots.
