LG Quantum: safest cell phone in the world?

I am buying a new cell phone, and the LG Quantum is listed as having the lowest

radiation levels on the market at .35 Watt/KG.

However, it is a smart phone, and I am wondering if this phone is really

environmentally safe?

Any thoughts about this phone?  Do you recommend another phone that is better?

Also, some say shielding devices make things worse by causing the phone

to emit MORE radiation.  Is this true?  Are any shielding devices worth

it?
