Is there a meter or an obligation from Utilities

companies to measure the electricity in a home?

Totally ignorant about this. Not sure, if its coming from

the meter (not a smart meter) or home applicances.

It from appliances, which gadget should I look for to measure,

and also, what is considered " safe " ...

Assuming you want to measure magnetic field, sometimes a utility will do

this for free. They are not required to do so.

You can easily do it yourself. You will need a gaussmeter. You will get

magnetic fields wherever current is flowing.

The " safe " level is not known, and probably varies from person to person.

We recommend 2.5 mG limit for prolonged exposure.

However, ES symptoms are caused by frequency, not by field strength. Some

frequencies are actually more biologically active at very low field strengths.

A Gauss meter will only tell you the strength of 50 and 60 Hertz magnetic

fields. It will not meter the frequencies that cause ES symptoms.
