One simple version of this cyble begins with the majority that eat excess calories of processed junk, which the body enjoys, craves, & makes it's demands for continuance. Happily, the selling corporations note where the bucks are made, & encourage more... simple supply/demand. And lobby to keep their money making position. The Lobby money works well, particularly when the over-eating populace do not voice objection. Perhaps a pessimist view, but as I see it the cycle can only be stopped by the masses that over-eat the junk ... people will need to vote with their money in what they buy. Pessimist again, but this is not so easily accomplished for many people ... for those that I know. This is another topic by itself. The reasons for this are wide, varied, and multidimensional. I know some believe that because they now eat healthy, anyone can do it. A valid opinion that I don't completely discount.
