[Hope it's okay to mention a brand name here.] Cover-up makeup tends to be shiny and just look worse, So I just use my regular foundation and put baby powder/cornstarch over it. A non makeup trick for puffiness that definitely seams to work, is simply to tip your head back and gently tap the area for about half a minute. I've had that issue my whole life. More so on one eye than the other, which can really look weird. So I understand how frustrating it can be. Hope this helps.
