Saw something disturbing at school

A week ago I had dropped off my daughter at school, as I was leaving there was an older boy walking down the hall holding on to the wall for support. My instincts told me he had CP or a similar disability and it struck me as odd that they allowed him to be using the wall rather than canes or a walker for support. Being that my son is in kdg there with possibly similar physical issues, I was drawn to watching him go down the hallway. There was someone with him, whether an aide (I didn't get that feel though, my instinct was more of a teacher), but she was about 2 steps ahead of him and not paying attention to him or his possible safety issues. She was more socializing with other school staff in the halls passing. As the boy was going past where I was (walking out the doors), his foot got caught on a rug and as though it were slow motion, he went down face first. He didn't appear to hurt himself, but laid there, then slowly struggled to get up, clinging to the wall to stand. The 'aide' took about 5-10 seconds to finally look back and see that he wasn't walking with her, and when she did look down, there wasn't even an inkling of concern, empathy on her face. No bodily reaction to help him at all, she just stood there, then after seeing I was watching, she asked (in a very uncaring way) if he was ok. He mumbled something and she commented that he should watch out where he's going, and had him continue on his way.

Now my son has a walker, canes and an aide with him. And I don't know the specifics of this boy's case -whether he's working on walking unassisted, whether there's were circumstances with the lady with him etc(though I do have an idea of who he is since it's a very small school dist and very few children w/disabilities there). But this circumstance has been bothering me since it happened over a week ago. And with what I've seen concerning this school system and how they handle disability issues (whether Autism, learning or physical), I feel concerned.

My question is this: I want to bring this to someone's attention. But I am up to my eyeballs in issues with this school and can't take on another issue. Is there a certain organization who might look into circumstances like this? Like the independent living center or somewhere else? or is this even an issue (that perhaps I'm overreacting due to my children, situation and angst toward this school system). Note I say school system due to with my son in this school (which is the only elem in the dist) I have not had any issues with his physical disabilities (not happy with other aspects of his educ though). Plus I don't know who this lady was, though I do think she was on staff.

Thoughts??
