In colder temperatures your body tends to reserve more of your blood in the center of your body as a protective mechanism for the organs helping to keep them warm and reserving the bodies heat for them.. In hotter climes your blood flows more freely to the surface of the skin to keep your innards from cooking by allowing the heat to escape through your skin via perspiration and simple heat exchange.
