The logic is that parking meters themselves are inaccessible for a lot of people. I know I couldn't plug coins into one. But I'm sure it is different state to state. You know what the real problem is? Doctors handing out disabled parking permits willy nilly. I met a varsity college basketball player who got a doctor to give him a disabled placard after he sprained his ankle. And it was the permanent kind, not the temporary kind.
