As far as a replacement inspector goes - sounds like you need to find a remediator or HVAC company that understands these systems and the importance of them working efficiently. Here's a link for the Indoor Air Quality Assn (http://www.iaqa.org/) where there's a link for finding certified mold remediators and indoor environmentalists.
