Ken,

I am absolutely certain mold is a " pest " under the Federal

Insectide, FUNGICIDE and Rodenticide Act or FIFRA regualted by the

EPA.

The FDA regualtes GRAS list items such as over the counter medicines.

A homeowner can use hydrogen peroxide anyway they see fit but, FIFRA

applies to any commercial or for pay concern with environmental

surfaces.
