by Halperin that came out in the New York Times this week.

Halperin makes the important and valid point that funding to address the

terrible death toll among children from water-borne disease, and from a

lack of basic immunizations and other health services, is far too low.

But he mischaractrizes the pledge that Global AIDS Alliance Fund and

others secured from the Democratic candidates and he does not clearly

call for an enlargement of the overall foreign assistance account. See

response attached.
