FCC Chairman Names WGBH Media Access Veteran to Top Committee Post When the 21st Century Communications and Video Accessibility Act was signed into law last fall, it required the Federal Communications Commission to establish two committees to assist with its implementation. One committee will make recommendations on access provisions of next generation 911 systems, and the other on the accessibility of media delivered via television, the Internet and on mobile devices as well as the accessibility of user interfaces for on-screen text menus, video programming guides and menus on navigational devices. The committee is made up of representatives from the nation's leading technology firms, tv and cable networks and national organizations representing people who are deaf, hard of hearing, blind and visually impaired. Larry Goldberg, director of the National Center for Accessible Media at WGBH has been named co chair of this committee, known as the Video Programming Accessibility Advisory Committee (VPAAC). A representative from Zenith Electronics is his co-chair. More information on the law, on the committee and its full 45-person membership can be found at this page of the FCC's site: http://www.fcc.gov/cgb/dro/VPAAC/ We've also posted a link to the announcement at NCAM's home page, ncam.wgbh.org 4. Update – Captions and Description for Digital Cinema, Captions for 3D Films The Media Access Group worked with film industry standards groups for over the last several years to ensure captioning (open and closed) and description are available to theaters and their patrons as the theaters transition to digital projection of films. Several theaters that are projecting digital film are also displaying Rear Window Captions, and more are literally coming online each week. Digital cinema servers from Doremi, Dolby, GDC, Qube and Sony are all compatible with Rear Window. And Rear Window Captioning also works with 3D films. Currently Focus Features, Summit Entertainment, Sony Pictures, Universal Pictures, Twentieth Century Fox Films, Walt Disney Studios and Warner Bros. Pictures all provide closed captioned digital cinema packages. When a studio offers a closed captioned digital cinema package for the films it releases, we will indicate such on the www.mopix.org site, and add this line to the listing in our weekly update: #cc dcp# Update: Currently Warner Bros. Pictures, Twentieth Century Fox Films and Walt Disney Studios provide both captioned and audio described digital cinema packages for most of their releases. When a studio provides both closed captioning and audio description in a digital cinema package, we will indicate such on the MoPix site and in our weekly update with: ##cc dvs dcp## Learn more about access features for digital cinema from this resource we maintain: Access to Digital Cinema Systems/Frequently Asked Questions: <http://tinyurl.com/y9h2k9p> 5.
