I can understand what she is going through as I had my own battles with the authorities here when I needed a wheelchair to allow me to lead an indepenent life. The health board approved the provision of the chair on condition that my front entrance was ramped, the local council approved the ramp provided I was in possession of the chair, catch 22!! I offered to do the ramp myself but this was against the rules as it was a public footpath. I ended up spending 9 months basically housebound with the stress causing so much weakness that I was in bed most of the time. As a single parent with 2 young children it was a nightmare but I used the time to contact everyone I could think of to help and eventually things sorted themselves out so there is light at the end of the tunnel. My advice is not to suffer in silence. Tell everyone your situation, local politicians, housing department officials (not just the junior ones, the more senior the better), disability rights groups and anyone else you can think of, you don`t know who will make the difference.
