The vacancy is in the Secretariat of theGlobal Fund. The Secretariat manages the grant portfolio, includingexecuting Board policies, disbursing money to grant recipients andimplementing performance-based funding of grants. The Secretariat isalso tasked with resource mobilization; providing strategic, policy,financial, legal and administrative support and overseeing monitoringand evaluation. It is based in Geneva and has no staff located outsideits headquarters. The Global Fund is looking for staff with a strongcommitment to health and development, an open mind-set, entrepreneurialand flexible attitudes as well as strong interpersonal skills.Description of duties:The Technical Officer, Pharmaceutical Management Advisory Services ispart of the Pharmaceutical Management Advisory Services Team and reportsto the Manager, Pharmaceutical Management AdvisoryServicesThe Technical Officer covers a critical role in this Team. The TechnicalOfficer works closely with the Team Manager to ensure the availabilityof prompt and professional expertise on pharmaceutical and healthproduct management to Fund Portfolio Managers during grant negotiationand implementation. To achieve this, the Technical Officer will assistin (1) reviewing and recommending country Procurement and Supply Management(PSM) Plans for approval, as appropriate, (2) collecting and analyzing procurement data, and (3) implementing initiatives to increase the capacity of countries tosuccessfully manage pharmaceuticals and health products.The Technical Officer will:* Provide technical guidance, in close cooperation with the TeamManager, to Portfolio Management in reviewing and evaluating PSM Plans; * Provide analytical and field support to Global Fund PortfolioManagers; * Work with countries to develop and submit Procurement and SupplyManagement (PSM) plans (including training); * Provide efficient support in analyzing problem grants, anddevise and propose solution-oriented work plan(s) to address theidentified gaps/problems; * Work, in close cooperation with the Team Manager, with externalpartners to support grant implementation through training and othercapacity building initiatives; * Provide input to and support new PSM initiatives set out byManager, PMAS; * Support in identifying ways to stream line processes to improvecountry access to pharmaceuticals and other health products andfacilitate rapid start-up of grants through efficient mechanisms. REQUIRED QUALIFICATIONSEducation:Essential: Advanced university degree in Pharmacy or Medicine-relatedfield.Desirable: Complementary education and/or professionaltraining/experience in Management, Procurement, Logistics, PublicHealth.Skills:* Experienced professional on pharmaceutical and health productmanagement, able to use his/her experience in a developing countrycontext to quickly identify challenges and potential solutions; * Trusted team player able to work in multi-cultural teams acrosscomplementary technical areas; * Client-oriented professional. * Excellent communication skills. * High proficiency in Microsoft Word, PowerPoint and Excel.
