Question About Government Authority

I am trying to find out who will have authority in the government if

pandemic flu should ever come to past. Health and Human Services has

doled out a lot of money to fund new research (novel vaccines,

cell-cultured vaccines, etc.) but will Homeland Security take over the

reins when a pandemic takes hold? Will there be confusion on the part

of the government (not a novel idea) as to who will take charge? And

of course, will FEMA (in HS) be a part of the process (hush the thought!).
