It doesn't yet imply 25% of transmission is h2h, only that they have no possible source. I remember, that we often heard this in the past. If the thinking is: you only get it from birds or from contact with someone who has gotten it from handling birds, then 25% of the people who get it not having contact with birds or infected people directly means it's a lot easier to get than they thought.
