All classifications of various schedules are on paper and for academics. All stakeholders are responsible for this - the manaufacturers, regulators, prescribers, sellers, consumers, NGOs et al. The sorry state of affairs is indicative of the affairs of " The State " . The mere " will " to cleanse the system is not there. The obvious reason for continuing dirty business is grease. Those who are in league of corruption do not realise what damage they are doing to the country and how tough it will be to return back to honest practice.
