Over 20 million Americans with disabilities were unable to cast their

ballot in 2000. As we get closer to the elections this November, I am

really concerned that these voters will still not be able to have their

voices heard this year. And the problem is, President Bush isn't doing

I thought we solved the problem when Congress passed, and President Bush

signed into law, the Help America Vote Act (HAVA) back in 2002. HAVA was

supposed to help avoid a repeat of the 2000 election's controversial

mistakes and make the polls accessible to all Americans. But just

signing HAVA into law wasn't enough - President Bush needs to back it up

with funding and today, he has failed.
