Any travel insurance would do. Go for the cheapest or whatever they want. If hypoT is the only medical condition they are concerned about every travel insurance will cover that anyway with no extra cost (provided there is no complications and even then it depends what). There is no need for a specialist insurer as they usually cost a lot more.

If the mother is over 70 she might find it more difficult to get insurers to insure her, but there are still plenty who do. You have the insurers of Saga but they are expensive.
