Reasonable Accommodation Issue: duty to assist loading scooters, wheelchairs ?

Greetings NDP and please excuse a short note, but I believe NDP members may be able to provide some good information, links, views at the outset on this..

In a telephone conversation with a Municipal Disability Support Person, very caring and seeing many sides of issues, it has come up that "up to 600 pound" scooters can be folded or disassembled, and for instance cab drivers ought to do it but there is resistance - according to constituents calling in for ADA help.

Considering a burden analysis, and the extra time, and possible lack of or insufficient insurance ... what can be and is a solution ... and what in actuality is happening in such situations?

Please post on any points, any views; and thank you for all the help.
