Subject: Implementation of Settlement Funded IO Waiver Enrollment

It is my pleasure to provide the following information to enable county boards to indicate their plans to enroll individuals on IO waivers funded by the Department through the Settlement.

Exhibit 1, Implementation Facts, contains selected information that is intended to more clearly describe considerations county boards are to make in order to identify individuals who will participate in this initiative and to enroll them on the IO waiver.

Exhibit 2, Selection Flow, depicts globally the sequence of steps a county board or COG and the Department will follow to enroll an individual on the IO waiver.

Exhibit 3, Allocation and the PICT, describes the additions that have been made to the PICT to designate individuals as potential Settlement funded IO waiver enrollees.

Exhibit 4, Enrollment Estimates, is a spreadsheet each county board is asked to complete and submit to the Department to enable us to gauge the pace at which IO waiver enrollment is projected to occur during the first half of calendar year 2008.

Please note the following and important due dates related to enrollment of individuals on IO waivers funded by the Settlement:

v August 20, 2007

County board submits PICT for individuals to be enrolled in September, 2007.

v September 4, 2007

County board submits PICT for individuals to be enrolled in Quarter 4, 2007 (October, November and December 2007)

v September 4, 2007

County board submits spreadsheet identifying, by NF, ICF/MR-DC and ‘Base’, the numbers of individuals projected to be enrolled in Quarter 1, 2008 (January, February, March 2008) and in Quarter 2, 2008 (April, May, June 2008.) Using the spreadsheet, the county board indicates ‘special’ enrollment considerations or variations in enrollment from the assigned allocation numbers for the fiscal year for which Department approval will be requested. Please note that all information submitted in this spreadsheet is to be considered draft & estimate until feedback is received by ODMR/DD staff per the paragraph below.

Because of the funding levels appropriated to the Department in support of the Settlement, statewide 60 individuals will be able to be enrolled on the IO waiver during each month from September 2007 through June 2008. We anticipate having extensive dialogue with county boards and COGS as we ‘smooth’ out enrollment to meet our Settlement Agreement goals to enroll at least 600 persons within this time frame – 100 of whom are to be current ICF/MR-DC residents and 40 of whom are to be NF residents – while living within the realities of our budget.

The Department’s Regional Consultants will be available to assist you to complete the selection and service planning for individuals participating in this initiative. As well, your waiver contacts in the Medicaid Division stand ready to assist. Please direct questions concerning this memo to McAvoy at nancy.mcavoy@... .
