Maureen Corcoran joins ODJFS

Maureen Corcoran currently the President, Governmental & Legislative Affairs for the Ohio Provider Resource Association (OPRA), has agreed to join JFS/OHP as an Assistant Deputy Director for Policy and Benefits effective March 31, 2007. Maureen will be assuming some of the duties that were previously performed by Robbins and Solano-McGuire. Members of the ASO board of directors have worked with Maureen over the last several years on a variety of autism related initiatives. She is a strong advocate for persons with MRDD and we look forward to working with Maureen in her new postion.

Parent Manual on Autism now available form OCALI

This manual provides an overview of the world of autism spectrum disorders (ASD). It was developed by Ohio parents of individuals with ASD who have a broad range of experience with interventions, resources, and services. The group’s work began with the question: What do you wish you had known the first year your child was diagnosed? Negotiations begin on US Higher Education Act

House and Senate staff have begun pre-conference negotiations to resolve differences between bills to reauthorize the Higher Education Act. Overall, both bills passed their respective chambers with overwhelming support. Both aim to better address abuses in the student loan program and bring greater transparency in tuition increases. Both bills contain positive disability provisions, including new demonstration programs for students with intellectual disabilities, a coordinating center, and access to work study and campus financial aid. They also both reauthorize and expand activities of the current postsecondary projects for students with disabilities in general. The House bill includes additional provisions of a national technical assistance center, a GAO study to explore barriers to higher education, and new activities on accessible print materials for students (Commission and demonstration projects). The Association of University Centers on Disabilities (AUCD) has prepared a side-by-side with specific language on disability provision from the House and Senate-passed versions.

Social Programs from United Disabilities Services

SociAbilitiesThe SociAbilities program provides a variety of social, recreational and therapeutic activities for people age 18 and older. Participants are encouraged to take an active role in the planning process and are able to create a weekly schedule of activities where personal preference are emphasized. In addition, SociAbilities provides daily personal care, physical therapy, speech and language therapy and social services. Evening and weekend recreational events for persons with disabilities are also offered throughout the year by the agency's "After Hours" program. For more information call (330) 379-3337. Level of Care Rules - Proposed Changes

From the ARC of Ohio: The Ohio Dept of Job and Family Services has proposed changes in the Level of Care Rules. We do not see anything of concern, but contact us or ODJFS directly if you do. Families of children with autism should contact OLRS if they experience a reduction in Medicaid benefits

Controversial rules cleared the Joint Committee on Agency Rule Review (JCARR) on February 19. These rules will prevent Medicaid reimbursement for certain services provided at center-based programs for children with autism. Medicaid reimbursement will occur only when treatment is provided in other settings, such as at home, in public schools, or in institutions. Families are concerned that school systems will not provide comparable services or programs for their children. Families also feel that school-based programs are insufficient for children diagnosed with severe autism and may force families to place their children in an institution.

OLRS' current priorities include a focus on prevention of undue segregation of people with disabilities and OLRS testified against the rule based on this (and other) concerns. OLRS wants to hear from families if they think their children will lose Medicaid services as a result of the changes to these rules. The rules, first introduced in 2007, have drawn universal opposition by people with disabilities, their families, and advocacy groups, and have been twice pulled from consideration by JCARR. Last November, OLRS supported those opposing the rules by providing comments to ODJFS suggesting that the limitations in the rules violated several aspects of federal law, including Medicaid and the community integration mandate of Title II of the ADA and Section 504 of the Rehabilitation Act (see Letter from OLRS commenting on proposed changes and limitations to Medicaid covered services - PDF file).

New Policy Letter from OCR - students with disabilities' access to advanced programs

The U.S. Department of Education's Office for Civil Rights (OCR) recently issued a policy letter addressing students with disabilities' access to advanced programs. OCR reaffirmed that section 504 and Title II of ADA require that qualified students with disabilities be given the same opportunities to compete for and benefit from accelerated programs and classes as are given to students without disabilities. Legislation Would Block New Cut to Medicaid ServicesLegislation recently passed by the Senate includes a provision to block the Bush Administration from implementing a new Medicaid regulation that would keep many Medicaid beneficiaries - including individuals with autism - from getting the kind of specialized care they need. Several senators worked to include an amendment to the Indian Health Care Improvement Act to block the new regulation. RSC seeks input to strengthen Vocational Rehabilitation in Ohio Knowledge and experience of Ohioans with disabilities is key to State VR Plan

The Ohio Rehabilitation Services Commission (RSC), the state agency charged with helping Ohioans with disabilities get jobs and achieve independence, is looking for input on its State Vocational Rehabilitation Plan and strategic plan.

The state plans define the service goals and policies and procedures of the RSC Bureau of Vocational Rehabilitation and Bureau of Services for the Visually Impaired. A copy of the state plan is available at http://rsc.ohio.gov/strategic_plans/strategic_plan_state.html
