I heard Carol Gray last summer speak on bullying. Children are bullied NOT because they are different, but because they have no social group...in other words...they are alone! Bullies pick their targets in the first six weeks of school.

THIS IS A SCHOOL ISSUE! I would have every IEP state the school's strategy for dealing with this with the child since it is a clear safety issue. The buck stops at the school, even if it happens outside of the school by fellow students.
