New Director for Ohio Department of Education, Office for Exceptional Children

The Ohio Department of Education has announced the Kathe Shelby, former SERRC Director and currently the Director of Special Education with the Region 3 SST, has been named at the new Director of the Office of Exceptional Children (Director of Special Education for Ohio). She will start as early as August 1, but no later than September 1, 2008.

ASA and NHC Hold Town Hall Meeting on Health Care at ASA National ConferenceThe National Health Council and Autism Society of America will sponsor a town hall meeting and news conference on Thursday, July 10, 2008, in Orlando, Fla., from 10:30 a.m. to noon. Presidential candidates and their staff have been invited to participate and share their views on this important topic. Happening in conjunction with ASA's 2008 National Conference, the event will feature patients' personal stories on this important topic. A "town hall" meeting will follow the news conference and highlight how you can become more involved in this effort. Read more

1. Volunteers are still needed to work Give Autism the Boot on June 20 and 21. You should have gotten a volunteer registration card a few weeks ago. Locations are available near your home or work. Please fill out the attached flyer and return it ASAP. All the dollars raised get given back to autism organizations in the community that help people with autism. Preschool Special Education Rule 3301-51-11As many of you know, the preschool special education rule, 3301-51-11, was revised a bit to clarify developmental delay. In our discussions with supervisors in February, there were 3 scenarios for eligibility provided:1. A child is eligible under the disability categories that apply for ages 3 through 21- this must be the first consideration; OR2. A child is determined eligible under one of the following the disability categories and the team decides to use the term developmental delay instead of the category label a. cognitive disability b. speech/language impairment c. emotional disturbance d. specific learning disability (NEW); OR3. A child is determined eligible as a preschool child with a disability due to a developmental delay as defined in 3301-51-01 and 3301-51-11.

You will see the current rule has been rescinded and the new one is second on the list.

The rule will be effective July 1, 2008. Training is being developed and will be provided to the SSTs for regional trainings to occur.

Grants Available for Families Struggling with Child Health-Related Expenses Deadline: OpenThe UnitedHealthcare Children's Foundation ( http://uhccf.org/ ) has announced that new grants are available to help children who need critical health care treatment, services, or equipment not covered or not fully covered by their parents' health benefit plans.UHCCF provides grants to families to help pay for child health care services such as speech therapy, physical therapy, occu- pational therapy sessions, prescriptions, and medical equipment such as wheelchairs, orthotics, and eyeglasses.Parents and legal guardians may apply for grants of up to $5,000 each for child medical services and equipment by completing an online application at the UHCCF Web site.To be eligible for a grant, children must be 16 years of age or younger. STOMP - Working Together for Military Families of Individuals with Disabilities

With a population of 1.5 million active duty military members, each day around the globe, there are an estimated 540,000 active duty sponsors each caring for a family member with special medical or educational needs. STOMP is the only National Parent Training and Information Center for military families providing support and advice to military parents without regard of the type of medical condition their child has. Parents of children with special needs face many challenges: a.. Feelings of isolation and anxiety. b.. Difficulty navigating disjointed services. c.. Severe financial worries. d.. Inadequate information. These challenges are compounded when the family concerned is military. While all military families face certain challenges such as frequent PCS moves/military member being placed in harm's way/deployments, our families with special needs family members face additional difficulties, for example: a.. Continuity in provision of IEP services from state to state or from state to DODDS/DDESS (no legal obligation to implement current IEP from another state) b.. Availability of military member during IEP meetings/ medical treatments/procedures c.. Finding specialists/physicians who will take TRICARE (military health entitlement program) d.. Re-establishing relationships with key medical and educational personnel e.. Re-establishing eligibility for community resources to assist child and facing waiting lists for services needed f.. Identifying within each state the array of services available and differences from state to state g.. Differences in implementation of Tricare services across the regions h.. Lack of proximate family support due to geographical separations/time differences. i.. Certain laws, regulations and services do not apply in overseas assignments, such as Section 504 of the Rehabilitation Act and the Dept of Ed Regulations for the implementation of IDEA, Medicaid. m.. Lack of local community support due to the self-containment/isolation/ military installations and existing relationship between installation and local community. n..
