location of core specialists

Is there a list of core specialists? I am mostly wanting to find help for my

friend and her daughter, who are in France, but it probably would come in handy

as a future reference.

I was looking for someone in France a while back but no one seemed to know..........The area this family lives in has no therapy or schools for special needs. They are very far behind other countries. Very sad.
