That's Dr. Mark Sircus - he is a well known doctor that is an advocate of iodine. Lives in Brazil I believe.

It's a compendium of information and contains some contradictions (for instance

at one point

says the highest dose he knows of any doctor prescribing is 100mg/day, yet later

discusses

cancer patients treated by Dr B at 200-300mg/day).

In terms of information people need about supplementing with iodine, the best,

most-up-to-

date source is still the Guide to Supplementing combined with Dr Brownstein's

Iodine book.
