The Authority investigates alleged violations of the rights of persons with disabilities by providers of services. The Mental Health and Developmental Disabilities Code can be found at http://www.dhs.state.il.us/mhdd/mh/pdf/imhddc02.pdf and on page 12 you will find 5/2-103 Mail - Telephone-Visits which states: a recipient who resides in a mental health or developmental disabilities facility shall be permitted unimpeded, private and uncensored communication with persons of his choice by mail, telephone and visitation. The toll-free intake number is 1-866-274-8023. If you look at HRA Reports you can see the type of cases that the HRA has investigated from the various regions throughout the state and the final reports of those cases. My brother was in a nursing home for physical therapy following a fall. I do not know whether he was abused, but I do know that staff deliberately obstructed me from talking to him. When we did talk on the phone, staff stood nearby so that he could not talk to me without his privacy being compromised. It's enough to make me crazy.
