healthcare. It begins by describing what we mean b y private health

coverage, and continues with discussions of the types of organizations

that provide it, its key attributes, and how it is regulated. The

paper addresses private health coverage purchased by individuals and

employers; it does not address public benefit programs such as

Medicare and Medicaid.
