> It's drawing towards the end of December, the date by which The

Jubilee

2000 Campaign had hoped to secure a brighter future for so-

called 'third

world' debtors. The Jubilee Campaign derived its name from the

Biblical

principle of the year of jubilee, the year of cancelling outstanding

debts.

For those who have signed up to Jubilee, and various other debt

reduction

campaigns believing that their signature is punching holes in third

world

debt, there is a whole other side to debt reduction that is not

generally

understood at point of signing. Despite Jubilee's widely publicised

campaign, this other side to debt relief has quite wrongfully we

believe,

not formed any part of the Jubilee 2000 public information programme.

Unfortunately though, this is not for want of trying. The following

information is not found anywhere on the Jubilee site. Nor is it found

anywhere on the petitions. Judge for yourself whether you, the

signatories

should know about this.

> We need to realise the fact that debt reduction has an in-built

sting in

the tail, and that any philanthropic debt-reduction announcements by

the

superpowers have nothing whatsoever to do with compassion for the

poor,

despite Chancellor Gordon Brown's December 2nd, 'The World Will Never

Be the

Same Again.' syrupy rhetoric:

> " I say to you, when the need is so great, and the need is so

urgent, that

it's time to ensure that the richest countries who have so much

should not

receive from now any further benefits from the debts of these

countries who

have so little. So I can say to you, and to all 41 of the HIPC's

[heavily

indebted poor countries] and on behalf of the British Government that

Short and I will, from today and in the spirit of Jubilee 2000,

renounce our

right to receive any benefit from these historic debts owed by the 41

countries. " .

> Glowing stuff. Behind this charade though, reduction or

cancellation of

debt is being granted only on condition that those HIPC's reach what

is

termed 'a decision point'. A very sparse Jubilee explanation of

affairs

continues " By December 2000 12 countries had reached decision point

and the

World Bank and IMF are hoping to have at least 20 countries at this

point by

the end of 2000. The new initiative applies to countries which have

not

already reached decision point in the HIPC initiative. For these

countries,

which do not have poverty reduction strategies in place, (emphasis

ours) any

payments made to Britain after December 1st 2000 on existing debt

will be

kept in a trust fund and returned to the country when it can be shown

that

the money will be used for poverty reduction. "

> So what is 'decision point'? And what strategies have to be in

place? And

exactly what is poverty reduction? The 'decision' actually facing

these

countries is that they need to conform to the World

Bank/IMF 'structural

adjustment programme'. For debt to be restructured or reduced, that

country

has to agree to sink enormous amounts of money into what is glowingly

termed

'poverty reduction'. And when even the slightest homework is done

into these

matters, we discover that the major focus of 'poverty reduction' is a

concisely targetted programme of inhumane population control

measures.

> Poverty reduction measures focus mainly on the mass supply of

condoms,

sterilisation programs (with or without consent) and sexual advice

from the

West (as if we have anything moral to teach them!) And providing these

conditions are being worked towards being fulfilled, then token plans

such

as certain schooling benefits, the promise of clean water supplies

and road

improvements and funding for the odd head of cattle are included in

the

deal. It isn't strange to discover though, that when it comes to

supplying

that country with the suggested population control methods, delivery

is

always express. But when it comes to the supply of what's really

needed, the

postman is usually late. Sometimes, he doesn't come at all.

> A spokesperson for Jubilee stated that as far as they were

concerned,

population control was not in any way linked to debt relief. " I think

you'll

find you are wrong, as a visit to the Worldbank or IMF sites will

confirm.

I've discussed this with our research department, and we can't see

any link

between poverty reduction and population control anywhere. It isn't

mentioned. " And the Jubilee research officer himself informed us that

the

mass supply of condoms was " stopping the dreadful spread of AIDS " ,

and that

" we wouldn't want to put any information on our site such as you are

suggesting. This might well jeopardise people's health. "

> And it is right here that we see how a major organisation such as

Jubilee

has so fully swallowed the beguiling lie. Yes, Jubilee are not afraid

to

openly criticise IMF/World Bank when it comes to their financial

dealings,

as the following link demonstrates.

included here. " While they continue to make positive noises and

promises to

do more on debt, the G7 hide in the shadow of the IMF and World Bank,

using

these institutions to promote their own interests, at the expense of

the

lives of the poorest people in the world. " But then, hook line and

sinker,

they follow the temptress unquestioningly into 'the bed of cinnamon

and

aloes'. (Pr 7.v 21-23) The Book from which Jubilee and fellow Church

organisations draw their wisdom in dealing with political situations,

warns

quite clearly about being on guard against deception. But they have

fallen

for the lie. " AIDS as terrible virus, and needing only powerful

pharmaceuticals " is leading these organisations " like a bird,

darting into

the snare, little knowing it will cost him his life. " as the

following

condensed Jubilee report so clearly demonstrates.

included here. " the worst hit region is sub-Saharan Africa, where 70

per

cent of all new infections and 80 per cent of deaths occur. UNAIDS

estimates

that there are 22.5 million people with HIV/AIDS in the region.. Ann

Pettifor, Director of Jubilee 2000 Coalition, said, " Continuing to

demand

debt payments above healthcare is a scandal - even more so in the

context of

this appalling AIDS epidemic. Creditors in the west must recognise

that

every dollar they take in debt service is another dollar that could

be spent

dealing with AIDS deadly toll. "

> So Jubilee 2000, along with other well-meaning agencies will

passionately

plea for the drugs. The pharmaceutical industries will privately

agree that

things are going according to plan. They will then convene a number of

outwardly philanthropic meetings. The press will be invited. Historic

announcements will be made. Highly toxic drugs will be made

available. The

gullible will applaud. And their clapping will serve only to drown

out the

cries of the dying.

> Africa does not need AIDS drugs to live. We are in touch with

growing

numbers of people across Africa, who are well aware of the population

control agenda. Some of them live in areas that have been named as

the the

'epicentre' of the suppposed AIDS epidemic. These people fall into

the

category of 'just waiting to die from the dreadful AIDS'. As a result

of

discerning and correctly informed outside agencies, these people are

supported in the provision of clean water, nutitious food, basic

medicines,

and above all the truth about this whole situation. As a result of

this

inexpensive, non-profit driven system of basic healthcare,

these 'written

off' people are alive and healthy. It is not for no reason that a

consistent

strap line in our newsletters is " My people die through lack of

knowledge " .

> Despite the protestations by Jubilee 2000 that dropping the debt

has

nothing to do with population control, a visit to the World Bank and

IMF web

sites only too quickly reveals otherwise. The following IMF

statement, one

of so many, hidden deep in difficult-to-convert, PDF format files,

states:

" The pro-poor implementation of cost-recovery will require the

successful

identification of targeting mechanisms, perhaps geographically based.

AIDS

and population growth raise cross-cutting issues. " In actual fact,

most of

the less savoury documents such as those explaining the strategy

behind

poverty reduction are in PDF format. They don't simply drop down

before your

eyes, with the title " Here are our plans to cull the human herd.

Please read

on... " If further proof was needed that population control and World

Bank

'poverty reduction' go hand in hand, a revealing page, and not in PDF

whole wealth of information on World Bank plans to outwardly help,

and at

the same time reduce the population of the planet. Over-population is

actually a complete myth, and will be covered in a future issue.

> Another myth which is played on so heavily by WHO, World Bank and

the IMF

is 'the threat of widespread third world maternal death'. Yes, there

is a

higher death rate than in the west. And that is of course

unfortunate. But

it is not in any way the dire situation promoted by these agencies.

Here in

the west, immediate access to caesarean section and other emergency

measures

has helped save many lives. But compared to the number of births,

these

interventions are infrequent. By their promotion of the false idea

that

thousands of women in third world countries are dying in child-birth,

these

agencies by default, promote another false idea that these women need

western 'help'. This then opens the door for another World Bank

cohort,

UNFPA to play a 'supporting' role in poverty reduction. The

supporting role

offered by the United Nations Fund for Population comprises education

on

sterilisation, coercion into sterilisation, abortions on demand, the

mass

western

population control methods entitled " Excessive Force, Power, Politics

and

Population Control. " Her fly jacket begins " How would the American [or

British] people react if their government told them exactly how many

children they should or should not have?And what would be their

response if

these orders came not from their own leaders, but from a foreign power

intent on maximising its access to your national resources,

maintaining

political domination and imposing its culture by force?....What will

surprise many is the extent of involvement of many of the so-called

secret

agencies of government, and the lengths to which policy makers in

wealthy

countries will go, to prevent births among persons of colour. "

Suffice to

say at this stage that protection of life is not a major feature on

the

World Bank, IMF, UNFPA agenda.

have also made requests to Jubilee, that clearer information be made

available at point of signing, thereby giving people the opportunity

to

protest at these other measures. Jubilee have not contacted us for

further

information. We fully support the need for a just means of debt

and cancellation, and under a transparent and fair process. We believe

though, that for this to begin to happen, the full truth about these

inhumane organisations and their equally inhumane measures must be

made

public knowledge. This we have endeavoured to accomplish through the

frontline channel - Jubilee, but without success.
