This practice was common enough, even in Delhi. One time when Soviet Premier ey Kosygin was on a state visit to India he remarked on this fact in the presence of the Prime Minister of India, Indra Gandhi. This continued to rankle Mrs. Gandhi, but what could she say in defense? Some time later as Mrs. Gandhi was returning the visit of state to the Soviet Union, she was again with Premier Kosygin. They were in a chauffeured limousine driving just outside of Moscow. Suddenly, Indira Gandhi shouted, " Stop the car! Stop the car! " As the car came to a stop she exclaimed, " Look, there is a man urinating by the side of the road. " Sure enough, on a parallel road a slight distance away, beside a parked car, a man was squatting down and urinating by the side of the road. Kosygin was somewhat outraged by this affront and he directed his Chauffeur to immediately go across and arrest the offender. The driver ran over and the two Statesmen could see him having a somewhat lengthy discussion with the other party. Soon the driver returned empty handed. Kosygin asked him why he had returned without arresting the offender, to which the driver replied. " Sir, I was not able to arrest him because he says he has Diplomatic Immunity.
