When you read about where States are ranked, that information comes from his publication. If you go to www.colemaninstitute.org on the right side of the Home page is " State of the States In Developmental Disabilities " and you can click on that to access information. Braddock testified in a case which I filed against the State of Illinois for denying community based services (residential and non-residential services) in 2001. Braddock's opinion as to why other States are doing better in delivering community based services than Illinois is based on two reasons. First, if a State has had a Governor who has a family member with a developmental disabilitiy within the last 25 years, then that State has made a committment to provide developmental disability services. (Illinois has not had such a Governor) The second reason why certain States do a good job in funding services is because they are required to as the result of a lawsuit or lawsuits filed against the State which changed the way they operated their DD system. (Illinois has had few lawsuits, however, that has started to change as I have filed numerous lawsuits against the State of Illinois regarding community based developmental disabilities sevices and other lawyers have lawsuits currently pending against the State for violating the Americans with Disabilities Act) Additionally, there are future lawsuits which can be filed against the State of Illinois if they deny funding for residential and non-residential services based on current federal medicaid law. Accordingly, if any person is denied funding for community based services, then I suggest they should contact me as I can inform them whether any current case will impact their situation or whether they have other options under other federal laws.
