" =20 But outside the Commons, he changed his story, CTV said.=20 " It was a company in the United States but it was not the=20 same company that did the manufacturing, " Eggleton said.=20 But officials with the American firm, Mitretek, told CTV=20 they didn't test the vaccine, they only reviewed testing done=20 by the company that made it, Michigan Biological Products=20 Institute.=20 The U.S. Food and Drug Administration inspected the=20 Michigan plant and found the company had relabelled drugs=20 that expired in 1993 with 1998 dates.=20 Earlier this week, CTV obtained vaccination documents that=20 showed Canadian troops had been given the relabelled=20 drugs.=20 The FDA inspection also said vaccines more than three years=20 old may not be stable or potent.=20 The inspection done just before troops headed to the Gulf in=20 1998 also found problems with cleaning equipment, mould=20 was found in some samples and some vials were thrown out=20 because they weren't properly sealed.=20 CTV has also reported that a Canadian Forces memo said the=20 military didn't complete the vaccinations for the troops=20 because there wasn't enough drugs available and states=20 there was a small risk of side effects.=20 Sgt.
