It looks like another (much less Latinesque) name for epicanthus

inversus (the 'EI' in BPEI). The usual fold of the upper lid over the

lower at the epicanthus is reversed (inverted), so the lower folds over

the upper. Hard to describe, but I saw a good photo of it on one of the

BPEI description pages that Shireen posted a links to once.
