Progress regarding Anthrax Vaccine refusal and discharge upgrades

Hello,

This is my first time using your group and as a whole so I

am unfamiliar in how it all works. I was discharged from the USAF in

Dec 1999 for refusing the Anthrax vaccine and received an OTH

discharge. I reied upgrading it after my discharge and was denied. I

was wondering if it is possible for someone in my circumstances to have

my discharge upgraded, or if it is still impossible. Thank you for
