Guest guest Posted October 4, 1999 Report Share Posted October 4, 1999 (a) Before administering an investigational drug to members of the Armed Forces, the Department of Defense (DoD) must obtain informed consent from each individual unless the Secretary can justify to the President a need for a waiver of more (OVER) 2 informed consent in accordance with 10 U. What gives the President the knowledge of whether or not a drug should be used? Is the President a doctor or biological weapons/vaccine expert? Or does he just go on the advice of the Secretary of Defense? That's absolute nonsense. Making foreign policy decisions I can understand the President doing, but making medical decisions is a recipe for disaster and tragedy. G.
