The government's stockpiles lack vital drugs and security, which leads to doubt concerning the availability of necessary supplies during an attack. Communications between the agencies have caused problems, as several response teams and Veterans Affairs are involved with the stockpiles. Overall, the investigating agency found the United States unprepared for a biological weapons attack, with agencies failing to keep proper records, conduct regular inventories, maintain their own policies, or maintain security.
