Each childhood vaccination has a surcharge added to it which is paid into this fund. Since the fund's inception they have increasingly restricted what they will pay for. As a result, less parents are being compensated for injuries to their children and the balance in this fund has gone through the roof. However, there is no actual money in the fund. It has been " loaned " to the general fund. I believe Congressman Dan Burton had a hearing on this sometime last year.
