The current law denies payments to families of many brain-damaged and disabled children. But after a campaign by a London newspaper the Daily Express, Tony Blair ordered changes to the 1979 Vaccine Damage Payment Act, which currently applies to children who are more than 80 per cent disabled and who claim compensation within a six-year limit. Last June Social Security Secretary Alistair Darling promised a new law at " the earliest opportunity, " reducing the disability threshold to 60 per cent and increasing the claim cut-off age to 21. Bye, vice-chair of the Vaccine Victims Support Group and parent of a vaccine-damaged son, said: " I am so very, very happy. These families have waited so long for justice. This is a step in the right direction, but we still need to keep on campaigning to lower the disability level. " However she added: " We are very relieved that the Government has kept its promise.
