Sad plight of Chennai Corporation AIDS Control Society

It is indeed a sad plight of affairs for Chennai Corporation AIDS

Control Society (CAPAC'S), who had a second round of interventions and

community care proposals for funding, which was very well scrutinized

and selected with a technical review committee and joint appraisal

committee where in 15 such interventions were selected from very well

experienced NGOs of standard quality. Not to the surprise of us while

it was laid at the EC Meet wherein it was attended by the Commissioner

and the Deputy Commissioner of the Chennai Corporation, TANSACS

Project Head, the members of the ruling party, relevant IAS Officers etc.

Unfortunately since a strict scrutiny debarring the entry of

politicians and their pressure was laid upon bringing about the non

entry of the so called " letter pad NGOs " , the Commissioner had to yield

to the members of the ruling party, who refused to accept the pattern

of selection followed by the CAPAC'S team and took liberties into

their hands in demanding a reevaluation and the scrap of the entire

process.

Now this means it includes the wastage of human resources and time put

in so far and most of all there is a bout of doubt that the funds

would reach the wrong persons which then means Tamilnadu being very

high in the prevalence of HIV/AIDS in the country, as we all know,

along with clear instructions form NACO that Chennai would be taken

care of only by CAPAC'S, where is the question of further prevention

and care facilities and easy access to the same under the above

situation?

Not surprisingly we also came to know that the Deputy Commissioner Mr.

Yadav who holds an additional incharge of health at the corporation

was immediately transferred and removed of his extra efforts put into

the health sector.

Before further damage takes place it would be soothing if NACO

immediately interferes and takes steps towards remedy!
