In the first phase, if my memory is correct, we swallowed around Rs. 1500 crore. The second phase too will have more money than we can imagine. With the money received as grant/loan/donation, etc., we built infrastructure, paid officials and maintained them. In the coming years also the maintenance part will be going on in royal style and for actual AIDS care there will be nothing. Will someone inform me whether we have any facility in India to count CD4 cells, as it is on this cell count the whole treatment for AIDS is evaluated. With regards.
