The Alliance supports community action on AIDS in India. To support the growth of our work, we are recruiting additional experienced, committed Indian nationals to join the existing team based in Delhi. The following staff are being recruited : 1. Director: Programmes (apply by 15 January 2003) 2. Sr. Programme Officer: Monitoring & Evaluation (apply by 6 January 2003) 3. Field Support Officer: Finance (apply by 15 January 2003) 4. Programme Assistant: Programmes (apply by 15 January 2003) Core requirements for the post: Commitment to HIV and development work with a strong community orientation Good analytical skills and attention to detail Highly motivated, flexible and good interpersonal skills - capable of working both independently and as part of a team Computer literacy (MS Office package) Appropriate University qualifications Excellent verbal and written communication skills in English and Hindi Qualified candidates living with HIV/AIDS are encouraged to apply Specific Requirements for all Posts: Director : Programmes (apply by 15 January 2003) (from INR 720,00 pa) Reporting to Country Programme Director The Director (Programmes) leads Alliance India's programmes department comprising a five member team in the development and implementation of the Alliance's work in India. This requires ongoing monitoring of the HIV epidemic in India; the responses and potential responses of NGOs and NGO support programmes; and the roles played by governments, donors and other stake-holders. The Director (Programmes) must ensure that the Alliance's work in India builds upon the Alliance's strengths while being effective, strategic and appropriate to local needs. Key responsibilities : The Director (Programmes) ensures the development and monitoring of work-plans, budgets, funding proposals and reports. In collaboration with other relevant Alliance staff, the Director (Programmes) also develops and maintains professional relationships with programme partners and relevant donors. The Director (Programmes) contributes to the Alliance India's overall planning, management and development. Specific requirements (in addition to general requirements for all posts, noted above): The Director (Programmes) must have a strong vision of how the Alliance can contribute to strengthening the response to AIDS in India and must be entrepreneurial and innovative in putting this vision into practice. The Director (Programmes) must be able to support, inspire and facilitate contributions from a wide and varied team, including supervised staff, consultants and programme partners. Experience in consensus building and diplomacy is essential. Should have at least 7-10 years relevant experience. Masters or Doctoral level academic qualification in public health, development, gender studies or other relevant field. Senior Programme Officer: Monitoring & Evaluation (apply by 6.1.2003) (from INR 444,000 pa)Reporting to : Director (Programmes) Senior Programme Officer (Monitoring and Evaluation) enables Alliance India to develop and utilise effective M & E systems and tools which enhance the overall quality of the Alliance programmes and co-ordinate and manage major evaluation activities of Alliance and partner interventions. Must have extensive evaluation skills, research skills, community-based development experience, statistical expertise, excellent written and verbal communication skills, and the ability to work autonomously, Key responsibilities: Develops and continuously refines an overall M & E framework for Alliance India Leads in country efforts in implementing and managing monitoring, evaluation, data analysis and reporting. Provides technical support to other Alliance staff, Partner organisations, and NGOs in M & E and operations research. Directly takes responsibility for certain evaluation activities, in a manner commensurate with other duties and individual expertise. Specifically will be the lead India contact for all stakeholders undertaking a major evaluation of the Frontiers Prevention Project (FPP). Specific requirements (in addition to general requirements for all posts, noted above): Good project management experience - especially with multi-stakeholder projects/evaluations Significant experience with monitoring and evaluation, quantitative and qualitative data, tools development and/or operations research, of community based HIV/AIDS programming. Previous experience of designing multi-lateral organisational M & E system/framework Strong database design (Access) and management experience. Masters or Doctoral level academic qualification in public health, development, gender studies or other relevant field. At least six years of relevant experience working in or with developing country partners. Extensive training experience. Languages English (Fluent), Telugu (Fluent). Field Support Officer: Finance (apply by 15.1.2003) (from INR 300,000 pa) Reports to: Coordinator (Finance and Administration) The Field Support Officer: Finance will provide technical support to Alliance India partner organisations in all areas of financial management and reporting and office systems, procedures and policies. He/she shall ensure that funds disbursed to Alliance partner organisations are properly accounted for. He/she will work closely with the Alliance Secretariat Finance and Administration team to ensure that donor restrictions are passed onto partner organisations and are complied with. Key Responsibilities : a.. To provide technical support to Alliance India's partner organizations in areas which include overall financial management, internal control systems, budgeting and grants management b.. Provide support on computerized financial accounting systems in partner organizations c.. Assist in implementing effective but simple systems of financial control in Alliance's partner organizations. d.. Support Alliance partner organizations in budgeting, contracting etc. e.. Review financial reports from partner organizations and make analysis and comments. Specific requirements (in addition to general requirements for all posts, noted above): The post holder must be accurate, timely, knowledgeable in finance functions, well organised and with very strong analytical skills. He/she should have a good knowledge of financial accounting systems, excellent communication skills and be eager to assist partner organisations in improving their financial systems. The post holder should expect to travel frequently. The Field Support Officer: Finance must have a commitment to confronting HIV/AIDS and to NGO activities in India. Should have the ability to train others Should have a Masters degree in Accountancy Should have at least 4 to 5 years experience. Programme Assistant: Programmes (apply by 15.1.2003) (from INR 180,000 Reporting to Director (Programmes The Programme Assistant (Programmes) will ensure the smooth running of the India HIV/AIDS Alliance's Programme Team consisting of Director/Coordinator (Programmes), Sr. Programme Officer/Programme Officers, as well as acting as a liaison point for the programme team. Key Responsibilities The Programme Assistant will assist with the monitoring of Alliance India programmes in various states and will manage Alliance India information systems about NGOs and HIV/AIDS activities in India and other countries. Compiling and editing workplans and reports Provide assistance and general support to the Programme team Draft terms of reference for technical support visits and Consultant Service Agreements, in Maintain records of quarterly narrative and financial reports received from programme partners. Verify that reporting requirements are met; chase incomplete or late reports. Perform initial review of programmatic reports and provide summary Assist in preparation of materials about programme activities or documentation of lessons learned. Co-ordinate and maintain the Alliance's computerised database of programme partner activities; analyse database for reporting on programme activities. Develop and maintain a database of Alliance technical resources. Maintain the Programme Office information system (country background and technical information). Provide support to other teams when possible as needed. Other tasks as required. Specific requirements (in addition to general requirements for all posts, noted above): The Programme Assistant must have a commitment to confronting HIV/AIDS and to NGO activities and a strong interest in understanding of the relevant issues. The postholder must be well organised and have strong interpersonal and computer skills Strong oral and written communication skills in English are essential. Must be University Graduate and should have 1-2 years working experience, preferably in the development sector. Interested candidates for the position of SR.
